Windows 10: Help! error 0x800701aa when trying to open photos from PC

I am reaching out for help as I seem to be going around and around in circles trying to resolve this problem. I recently downloaded the iCloud for PC app on my Lenovo laptop. My intention was to move the 10,000+ photos I have saved on my laptop to the iCloud storage I pay for. I moved the folders containing the photos into the iPhotos folder. Here is where my problem starts, some files seem to have moved well and I can view/access them from my laptop. Other shows a "sync" icon but there doesn't seem to be any sync happening to the iCloud. Some photos have a "cardboard box" icon beside them? It

• Are you trying to open the photos in Photo App?
• Are you getting any error messages when you try to open the photos?
• Do you have the copy of those photos and are you able to open those photos?

Trying to open/download videos from iCloud into PC - Error code 0x800701AA

I have a Windows 10 Pro laptop and synchronised my iCloud last week, however, although I can see the miniatures of my videos, when I try to open them up, it takes forever only "thinking", then finally appears the "error code 0x800701AA: the cloud operation
was not completed before the time-out period expired."

I spoke to Apple support and it works fine on a Mac, but I just cannot see the videos on Windows, even though I already have the iCloud app installed and launched from Microsoft store.
