Windows 10: Group Policy to allow specific users to install specific software without admin privileges

I am a newly system administrator for an organization and I am trying to create a Group Policy that will allow specific users to download and use certain software like LogMeIn123 without having to use admin privileges. We don't want to give full admin rights, but only for this specific instance. I have done some research, but I am not sure the best way to set this up. The problem is our IT team consists of 3 members total and cannot be everywhere at once and this would be beneficial in key times.I have seen some people recommend using a login script, but I am not sure how to do that. Disabling UAC or allowing with no UAC prompt for a specific group of users for a specific program?

Using Windows Server 2008, we have many users on workstations that need the Mcafee scan run but it's prompting for UAC.

Is there a way to set a policy or a method to allow an automatic elevation of rights/disable UAC for a specific group of users even if they are not admin status?

Were you wanting to undo policies applied to this specific user from the MSC?

If so, open the MSC created for this specific user, set all configured policies back to the default Not Configured, and delete the MSC file.

Group Policy refers to system, not to specific users so the answer is no.
