Windows 10: Grey Xs on file and folder icons on Desktop - and they flash off and come back, some not...

Lots of files, folders and links on the Desktop of one of my wife's employees. Win 10 Pro 64-bit with a Local account not a MS account and OneDrive is SUPPOSED to be off but I'm not sure. Maybe there IS a OneDrive account, and now I remember its icon in the right tray had a yellow exclamation point. Two-year-old Dell Optiplex 7000 Tower with lots of RAM, good CPU and NVMe drive.On a reboot today, those many Desktop icons showed grey Xs, then nothing, then many solid green checkmarks with some keeping grey X's. There may have been one more flash of nothing and something. Most of the file

Strange Check Marks and Xs on Desktop Icons

Hello, everyone. I'm trying to figure out what is going on with my Windows 10 computer yet again. For this post... Well, let's just review as I noticed it.

About two weeks ago, I noticed that there were check marks in the middle of the bottom of ALL the icons on my desktop. It's a white circle with a black circle inside that with a green circle filling it in the rest
of the way. In the middle of the green circle is a white checkmark. Just a moment ago there were small circles with checkmarks in them in the bottom left of each icon.

Earlier this evening, as I was watching my computer, these icons that looked like Google Chrome showed up on my desktop icons and after a moment of the whole screen flashing, they were replaced by more green checkmarks.

But I've also seen translucent, grey Xs on my icons.

Does ANYONE know what these are from? They weren't there in Windows 8.1.

There are several reasons for your desktop icons not to stay put such as changes in registry, system cache, or an enabled
Auto arrange icon setting. To rectify your issue with keeping your icons arranged, we suggest that you right-click on any blank space on your desktop, click
View, then make sure that the check mark for Auto arrange icon is removed.

If the issue persist even after performing the steps above, you can rebuild your icon cache. This method solves most issues with incorrectly displayed icons. Here are the steps to do so:

• Press the Windows key + R on your keyboard to open the
  Run box.
• Type %userprofile%, then hit Enter.
• Go to the AppData folder, then open the Local
  folder.
• Select the IconCache file, then click Delete.

If you're having challenges finding the IconCache file, you have to make sure that your hidden items are visible. Below are the steps:

• Type hidden in Cortana, the Windows search bar or your task bar.
• Select Show hidden files and folders from the result.
• Go to View tab.
• Enable the Show hidden files, folders, and drives.
• Hit Apply, then click OK.

Weird desktop icon behaviour on Steam

Yes, they are; however, when I right click on the "blue sphere" icon to change it and browse to the corresponding folder inside the Steam folder, it lets me go through all the steps, but the blue sphere remains. *Confused
