Windows 10: GetCACaps GetCACaps: Not Found Black screens and then Restart's PC

My pc is just suddenly restarting. Black screen's and then restarts. GetCACaps GetCACaps: Not Found Black screen + Restart

I'm about to lose my mind trying to fix this. I am running a AMD Ryzen 5900X on a X570 motherboard. AMD Chipset is fully up to date, Windows 11 is up to date. Motherboard is also running the latest firmware/bios.

I am very close to just parting out my PC and selling everything. It's been months of dealing with this. I've found posts online of people with similar issues, but either the solution posted didn't work or the post had no responses.
