Windows 11 Upgrade fails: ExecuteOperations: Failed execution phase Pre OOBE Boot. Error: 0x8007042B

Hello and thank you for your help,

I have lot's of trouble running the Windows 11 Upgrade on my Win 10 machine.

What has been done so far:

SFC / DISM - no errors

Upgrade using Windows Update, Installation Assistant, ISO.

Removed all external hardware except mouse/keyboard.

Clean Boot.

LAN cable removed.

Removed software like OpenVPN.

All drivers up to date.

Windows 10 upgrade 1909 to 2004 failed with error 0x8007042b - 0x4000D

So, I still get the same error message after the rollback: Error 0x8007042b - 0x4000D The installation failed in the SECOND_BOOT phase with an error during MIGRATE_DATA operation

performed the following:

1. all windows features turned off (as advised above)
2. clean boot per How to perform a clean boot in Windows - Microsoft Support
3. attempted the upgrade using media creation tool

a new set of logs uploaded here: Microsoft OneDrive

any advise?
