Windows 10: External Device Keeps Connecting And Disconnecting

hi, when I plug my phone/VR or anything that has its own UI in any USB slot it keeps spamming connecting and disconnecting which makes it unusable.I have 0 idea whats causing it and would like to hear ideas on how to fix it.thx alot!

say i want to connect and disconnect something like an external hard drive on a usb cable. which cable to i splice in a switch? 5v line?

External hard drive disconnecting
