Windows 10: Event 10016 DCOM, app PerRunTimeBroker unfixable by normal means

So basically, in the beginning of 2024 most of games on my laptop began crashing hard, sound stuttering, green lines moving up and down on screen resulting in complete black screen, laptop was on Windows 10 back then. I've updated to Windows 11 recently and issue still persists, resetting laptop didn't help and I have tried that multiple times. In event viewer 10016 DCOM event caught my attention, I solved it once, gave all necessary permissions in Registry edit and then components. PC finally worked normally, everything was good. After a single restart, the issue is back again. Now it's untra

Microsoft says: These events can be safely ignored because they do not adversely affect functionality and are by design. This is the recommend action for these events.
