Windows 10: Error 0x000000cb

I am getting a print error 0x000000cb. The printer is a HP 510 24". I have tried the troubleshooter to no effect, I've downloaded the latest drivers, I've uninstalled, reinstalled. HP says its a Microsoft problem, Miscrosoft says its an HP problem. Can anyone PLEASE help?

• The last activities performed on your device prior to your concern.
• The type of troubleshooter that you've used to isolate your concern.
• If you're able to see an exclamation point in Device Manager. To check this, you can perform the following:
  • Search and launch Device Manager using Cortana.

Printer Error 0x000000cb

I am getting a print error 0x000000cb the printer is a HP 500 24" can any one help I have tried the troubleshooter to ne effect,

operation could not be completed (error 0x000000cb)

I have the same issue with this printer. I have made no changes to the PC since the last time I used the priinter. I am getting this error when I try to send a test page to the printer. I can send to the other printer on this PC.

The error that I am getting is as follows:

Operation could not be completed Error 0x000000cb

System could not find the environment variable that was entered.
