Windows 10: DumpStack.log.tmp delete

I am trying to add an everyone tab in security on C drive but it keeps coming up DumpStack.log.tmp is in use. So I have looked in c drive ands it is not there I have unhidden files/folders and it still does not show up. Any ideas ?BTW I have disabled dump stack logging but still says in use
