Windows 10: DOWNLOAD VIDEOS FROM ICLOUD PHOTOS

I cannot sync my videos from iCloud into local disk. I met the Error 0x800701AA and I dont know how to fix it and download my data.

I need to make to be sure the videos and photos on my iCloud are saved onto my computer of flashdrive. How do I download iCloud to Windows? This is an old computer from a friend (my iPhone and computer were stolen and I am hysterical about losing documentary
