Windows 10: Downgrade from Win 11 to Win 10 on brand new laptop

I just received a very expensive HP laptop. Their sales person assured me that I would be able to downgrade from Win 11 to Win 10 by contacting HP or MS. The laptop has not yet been opened as I wanted to be very sure. I called HP, and they told me they couldn't do it and I would have to call MS. How can I be sure MS will do it and how will they do it?

I just reran the Media Creation Tool that I just downloaded a few minutes ago. It took less than three minutes to create the ISO file on my medium powered computer with NVMe SSD and 500 Mbps internet connection. Maybe try restarting your computer and downloading a fresh Media Creation Tool? Make sure to note where the ISO file is stored at the last step:

 

If I buy a laptop with Win 11, can I immediately downgrade to Win 10?

I bought a new laptop with Win 11 and noticed it would not let me use certain apps that I used with a laptop Win 10. So I returned it to the retailer and am now again looking for a new laptop. But most of the more powerful ones already have Win 11 installed which I don't want. Can I downgrade it to 10 while setting it up?
