Windows 10: DISK usage always at or near 100% and is causing issues for my applications

So I like playing games on my pc right. But it is nearly impossible because randomly in the games my ping spikes to incredible amounts and I can always see under task manager that my wifi is spazzing out on the graph. I have tried everything I could to make sure there is no virus or malware on my system but the task that is always using the most cpu is "system". As im typing this the only application i have open is chrome and task manager and "System" is averaging 5 MB/s. The antivirus software I use is norton security and that also seems to take up alot of disk. My pc is nearly un usable wit
