Windows 10: Directx Runtime Error

I have had this error with every game i download,when i try to launch the game it gives me the same error,when i try to update the Directx with the game file it already tells me directx is at its newest version,so when i try to download it again from DX setup it tells me the DXerror.log And directx.log errors internal system i have tried an sfc scan,updated the drivers,downloaded all windows updates,tried to launch the games as windows 8 and 7 and still am having the same issue

Hello. I am getting en error while I am trying to launch mortal shell It says "The following component is required to run this program: DirectX Runtime"

I've seen some other people who are getting same error in the community but none of the suggested solutions worked with me I 've tried reinstalling the game and DirectX several times and nothing has changed. Also I've checked for updates.

I've seen some other people who are getting same error in the community but none of the suggested solutions worked with me. My Windows 10 is Educational and Version 1803.

I 've tried reinstalling the game and DirectX several times and nothing has changed. Also I've checked for updates.
