Windows 10: DirectX End-User Runtime Web Installer failing to Install/Download

Hello,I just installed Rome 2: Total war and Shogun 2: Total war on my windows 10 computer and found an error that consisted of them both not starting when I selected the play button It would just say play for about 3 seconds then stop. After searching the games files and verifying their integrity, I now believe it is caused by the DIRECTX END-USER RUNTIME not able to be installed in order for the games to work. After searching everywhere for solutions I attempted most of them with still no luck, so far, I have tried:Repairing the .NET FrameworkExtracting files from system32 and sysWOW64 I
