Windows 10: DirectX 11 and DirectX 12 are not working on my PC

When I'm trying to launch a game which is using DirectX 11 or DirectX 12 I receive a white screen. Sometimes the game is starting but after a few seconds it's freezing with sound ON, the only chance to close that game is to force shut down.I tried to run a benchmark, PassMark to be precise, but when I'm trying to run DirectX11 or DirectX12 test an error appear.

Directx 11 not working on directx 12

Can somebody help me i have directx 12 installed on my pc but when i launch a game it says dx11 required and another thing is that steam installed directx 11 for me and it dosent make sense because directx 9.0c games work but not directx 11 while i have directx 12 installed

I do have directX, but just not 11, i have 12. My question is why I cant run a directX 11 app with directX 12. The link sent was a link to the directX installation. Please read the question before posting the answer.

I want to change DirectX 12 to DirectX 11 but I don't know how, please respond as fast you cant play Fortnite because of it D':
