Windows 10: Dell Continuously looping

After attempting to restore to an earlier date computer stopped and Windows error 0xc000021a appeared. Turning off then back on started the continuously looping. Logo Dell appears; loops for approximately 1 minute then Windows error appears. At no time does Windows comes on the screen. Most of the suggestions were of no help because I didn't have a screen to use. However I performed a diagnostic using F12 and F2. There is no problem with the hardware and showed no errors. Also I don't have another computer to use to help with this issue. Is this a $300.00 or more tech doctor visit?

Continuous Loop after an attempt to reset Dell All-in-One

Thank you for that suggestion, I have attempted the steps on that article as well and have been unsuccessful with getting the computer to go into recovery mode. The only menus I am able to access are F2 for Set Up and F12 for boot options. Outside of that I am only shown the Dell logo, looping.

Next I did select volume and list volume X:
