Windows 10: Delayed wifi connection on startup

My wifi used to connect almost instantly on startup. Recently it has started taking 1 min after startup before it will connect automatically. It can connect instantly manually by either unchecking and checking "connect automatically" or by hitting "connect". It just wont do it automatically without a long delay. I am on Windows 10 Home, Version 20H2, build 19042.1165. The following is a list of things I have tried once or many times without any success:1. We apologize for the delayed response. If the WiFi networks are still missing after turning on Network Discovery, we recommend that you run the
Network troubleshooter. This troubleshooter can help diagnose and fix common connection problems. To run it, follow the steps below:

• Click Start.
• In the search bar, type Network problems, and then select
  Identify and repair network problems from the list of results.
• Follow the steps in the troubleshooter and see if that fixes the problem.

If the issue persists, we suggest that you make sure that the Radio Management and
Windows Connection Manager services are running. These services enable management of network connectivity on your computer. Here's how:

• Click Start.
• In the search bar, type Services, and then select Services from the list of results.
• Look for Radio Management and Windows Connection Manager
  in the list of services and check if the status is Running and startup type is
  Automatic.
• You can double-click on the service name to start the service and set the startup type to
  Automatic.

Wifi doesn't connect on Startup but connects on Restart

Any idea why Windows connects the wifi on a second startup, but not on the first? The wifi connects and works normally when I do an immediate Restart after a cold startup. To me, that indicates a Windows problem--if it can connect the wifi on a Restart, why not on the initial Startup?
