Windows 10: Critical Error Your Start menu isn't working.

I have tried signing out and back in and receive the same message everytime.I have tried the DISM AND SFC. DISM says rebuilt successfully, SFS found no issues.Powershell App repairs attempted. Received the following: Add-AppxPackage : Deployment failed with HRESULT: 0x80073D02, The package could not be installed because resources it modifies are currently in use. error 0x80073D02: Unable to install because the following apps need to be closed Microsoft.Windows.ShellExperienceHost_10.0.22621.3810_neutral_neutral_cw5n1h2txyewy. Windows 10 start menu not working critical error

My Windows 10 start menu is not working. Critical error warning appears then it logs me out and resorts my PC. I have deleted my Dropbox.what other steps can I Take to get t it working again please
