Windows 10: CPU at 100% that goes away when opening Task Manager

So I have had this issue for a while but I was curious if there was a reason for this and if it is possible to stop it. This is Windows 10 on my Lenovo Yoga 910. Occassionally, my CPU will be working very hard and is generally at 100% usage. I can tell because my fan will be working hard for some time. Once I open Task Manager to see what is causing the problem, I will see a dramatic drop in my CPU usage. Below is a screenshot. This seems very odd to me that opening the Task Manager would decrease CPU usage. For a short bit I noticed that "System Interrupts" was at the top of the Processes organized by CPU usage in this instance. This isn't a terrible issue but it would be nice to not have these random CPU spikes.

Opening Task Manager Changes CPU Usage from 100% -> Normal (Windows 10). [SOLVED]

I could maybe buy that the processor might spike to 100% for a moment while opening task manager. But that still doesn't explain why the processor is running at 100%
before I open it. Mind that the computer is just idle. If I leave task manager open my CPU never goes over 5% while idle which definitively shows that having task manager open is preventing the CPU from going over.

Yes it does do it in safe mode and the reason I know its 100, because when i open task manager it says 99 or 100 for half a second then shoots back down.

 

100% CPU usage until opening task manager. System interrupts

I shut down my comp 2 days ago. Turned it on the next day and am having 100% cpu usage. I open task manager and it works fine for a little while then it goes to 100% again.

I've run multiple virus and adware scans in safemode. No viruses have shown up. I did a complete windows reset with full wipe. All my drivers are up to date.

If anyone knows how to fix this let me know.
