Windows 10: "Could not reassociate with File History Data"

Can someone please help me with restoring my files using the File History functionality? I have tried reading all the other threads on this issues, but none seemed to work. When I try to select drive, and then go to Select an existing backup, the details are correct but then the error message pops up. None of the solutions like changing the user account name, or backup folder name seems to work for me.

I am having problems changing File History drives so that I can recover data from a PC that has failed. In order to access the File History of the failed PC I follow these steps:

1) File History settings -> Set up File History -> Turn off

2) File History settings -> Set up File History -> Select Drive

3) File History settings -> Select a File History drive -> Choose drive and then the existing backup, click OK

4) Do you want to use this drive for File History again? -> Click Yes

Error dialog "Could not reassociate with File History data - The process cannot access the file because it is being used by another process."

I have verified that no other processes are accessing the drive in question using Process Explorer from www.sysinternals.com. Rebooting the machine makes no difference.

Any ideas?

Helpful post, enlightening, at least. Thank you. I tried most of things suggested here, including renaming not just the file you suggested but the other one associated with the backup device configuration. The solution for me was to go to the services panel
are reverse the "disable" on a couple of Microsoft services... Search and something else... sort by disabled, and think twice why you did that to them.

Immediately found my files and continued backing up history on the laptop to the backup device.

Nice! Isn't that always the way? Not MS fault... my own customizations
