Windows 10: COM PORT FAILED TO OPEN ERROR IN WINDOWS 10 HOME VERSION

I have a Dell OptiPlex 360 PC (Desktop) with Windows 10 HOME Version (latest build 1803) as of today August-7-2018. Some reason the Windows keeps telling me that my PC's COM1 Port failed to open with my program which used to work before. Please Keep in mind that this a traditional 9-pin male serial port physically located on the motherboard of the PC, it is NOT a USB to Serial port. After rechecking Device Manager to check to see if the Driver is correctly working in Windows, which it is, I tried to disable it and then enable it after rebooting PC). Same Error.


My program which I am trying to use, allow me to change the communication port to any port within a range so I decided to plug in a USB to Serial Port Converter. It gets plugged in and the driver gets installed automatically and the Port Number (COM4) is assigned automatically. Then when I try to use my program, it show COM4 Failed to Open error.


So I think something in the Operating System or the registry is screwed up and keeps telling the Operating System that PORT is in USE. I know how to get into REGEDIT, but where do I go in REGEDIT to check the COM PORT Open Key and what value it should be for available (not in use). Anyone with precise help would be highly appreciated.


(P.S. I am an Electronics Engineer and I do know the hardware part pretty well and I don't think the port itself is bad. I think something in the OS is high jacking the ports.)


I used an old Dell Latitude 610 Laptop with built-in serial port and same application program, it works fine. The problem is with the Dell OptiPlex 360 Desktop PC, most likely its operating system or the registry key entry in the OS.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

What is causing Prime 95 to keep failing all the time in the first 10 minutes?

...and what will be your next step if THAT fails to make Prime stable? More volts?

I would think you would want to be using the LEAST amount of volts possible (for heat and longevity issues). That's why I suggested you use a more scientific approach to troubleshooting your instabilty. Meaning, IF your RAM passes 10 loops of MemTest with no errors at the speed you are trying to run, AND Prime continues to fail, THEN consider giving a bump to NB, FSB and Vcore (in that order).
