Windows 10: Cant turn off my PC or put it to sleep/hibernation

Hi!For a while now my PC cant turn off completely as it will just restart as soon as it turns off, same if i put it on sleep mode or hibernation mode. I have tried reinstalling OS multiple times but its doesnt help. I have narrowed it down to being my connected devices waking my computer up. One solution to the problem was to revoke wake up rights from device manager for the devices that have it enabled and it works but when I go to turn on my PC again my device manager settings revert to allowing those same devices to wake up my computer the next time i turn it off. off or disable these features, you may follow the step below:

• To turn off Sleep:
  
  Go to Settings > System > Power & sleep. Then, select

• Type Command Prompt in the Search box from
  Start.
• Right-click on it, then select Run as administrator.
• In the Command Prompt window, type powercfg.exe /hibernate off and press
  Enter. Close the window.
