Windows 10: Can't join clubs on Forza Horizon 5 on PC.

Hello. So I wanted to join a club on Forza Horizon 5 but it won't let me. I'm on PC. I changed all the settings and re launched the game and it still won't let me access clubs. Do I need to buy an xbox for me to be able to join a club even though I play on PC? Really frustrating. Did everything right and it won't work.

Yeah, while in Forza Horizon 3.

If I try to join a club through the Xbox app it comes up with the Privacy settings error.

The problem isn't just with Forza Horizon 4, I can't join ANY group or club through the Xbox app.

Our Router is turned off reset often and all my internet settings are in check.

Every time I try to join a group or club through the Xbox App I get the popup saying "You can't do this because of how your account is set up. Go to your privacy & online safety settings on Xbox.com to change this" even though all the settings are enabled.
I've tried multiple combinations but nothing works. I was able to join a club through Forza Horizon 3 somehow but when I try to do it through Forza Horizon 4 it just says "There was an error communicating with the Forza Horizon 4 server. Please try again later."

And if I try to join a club through Xbox.com, nothing happens.
