Windows 10: Cant Fix the Bad Image error

After a year's worth of updates computer was in storage while I was travelling, I am getting a bag image error, from the file "wpfgfx_v0400.dll" within the Microsoft NET Framework folder.


I cant delete the corrupted file and replace it, as I apparently lack the right permissions. I have also tried reinstalling the most recent version of Framework, but that did nothing.


This is a Dell Alienware computer, about 18 months old.
