Windows 10: Can you install dxwebsetup.exe without an internet connection?

My brother needs to install dxwebsetup.exe but he doesn't have an internet connection.If I put this on a USB can he install it on his computer?

Looks like each instance i try to run the installer, it makes a new entry so each time it asked me do i want to grant access, in simple wall, but it never actually works for gog installer?

No idea what this is or why it happens?

RESOLVED ( yet no idea what was the real cause. prob the Firewall.


The installer just worked out of no where. i guess thats it. after getting steam to install. was a hour or two later gog galaxy installer worked. thanks for the suggestions.

You don't need the GOG client to install or play their games.
Every game on their site has an offline installer (completely offline).


I have many of their games... and I don't need the internet to install them.

Here's Tower of Time, for example. You can see by the file sizes, that this is the complete game.

This started yesterday without warning. I don't know what happened to cause this. My guess is some network device is not found or missing or something. However every other app the PC has can connect to the internet. It seems to be just this exe. No matter the versions I install, even offline installers, the app says it cannot connect to the internet. No clue why.

So this maybe fire wall related. to some extra fire wall apps I have. yet install reinstall of said firewall software, corrected the issue for Steam client. However Gog galaxy is still getting blocked and do not understand why?
