Currently we are deploying a PPKG and Unattend XML on all of our Windows 10 and Windows 11 machines. We are seeing errors when trying to disable this before first logon.On windows 10 this works fine. On windows 11 it throws an error OOBELOCAL

According to NavyLCDR said, this is what had been verified in Windows 10, isn’t it ？
Please don’t say UAC anymore (there’s no this keyword in NavyLCDR said) or normal Admin account can do the same etc.,

Can you provide an example of a file that the built-in Administrator account does not have access to?

I’ve read this article but his solution is to create a local account via answer file.
YES.
After creating a local account via answer file, bypassing the Windows OOBE “create user account” dialog can be achieved.

I don’t want to create a local account via answer file or during Windows OOBE.
Just wanna make a golden image like what we’ve done in Windows Server 2019 which only have one build-in Administrator account enabled.

Create answer file via WSIM for Windows 10 Enterprise LTSC 2019.
I wanna the answer file to "Enable build-in Administrator account" and bypass "Create User Account" during Windows OOBE.

After editing answer file as follows, Windows OOBE still appear "Create User Account" and ask for three security questions.
Would you please tell me how to solve this problem ? Thanks.

After sysprep in audit mode with answer file as below, Windows OOBE still appear "Create User Account" and ask for three security questions.

When I complete Windows OOBE “Create User Account” and three security questions dialog, it will show Windows logon screen. Now, there are two account in Windows：Built-in Administrator (enable via answer file)、User Account (create by OOBE dialog)

All I want to achieve is follows,
1、Windows OOBE finish and initial silently without input anything manually.
2、Show Windows logon screen after Windows OOBE finished.
3、Lnput build-in Administrator’s password which defined in answer file to log into Windows.

It’s simple to make it based on Windows Sever 2019, but Windows 10 is not. (Both of they are 1809 kernel)

Let me repeat the question again.
I wanna the answer file to "Enable build-in Administrator account" (it’s done) and bypass "Create User Account" during Windows OOBE.
