Windows 10: Camera Problem, "0xA00F4293<VideoCaptureStartTimeout>"

The specific error code is '0xA00F4293<VideoCaptureStartTimeout>'.Laptop : Lenovo IdeaPad Gaming 3 15ACH6The error shows up when I try to record, and the app suddenly became so much sluggish after a normal, without any updates reboot. Also, I found out that settings app has also been sluggish and slow especially in the display's HDR tab. I know there is no connection between camera and HDR settings but after a normal reboot, WTH happened to my laptop ? Everything is so slow.I tried everything I can, Diagnosing to Troubleshooting but nothing seems to work. Edit: I even tried to reins

So as i searched many solution including the new one from Redirecting, The problem still there and I already tried for uninstall camera device in device manager and so on plus with add something into registry but still not work. My laptop is omen 16. Please help. Thanks.

so well i rarely use camera app from windows since i always use zoom or teams for work. So this is like my first time to try camera app for trying to record a video with it. the version is 2023.2311.8.0. And yeah i already tried solution from Redirecting and different solution from youtube (but this is different error code) but still no progress. And this is using windows 11
