Windows 10: c:\WINDOWS/SYSTEM32\policymanager.dll…Error 0xc0000020

Windows 11, Lenovo laptop. Turned on laptop and password/fingerprint ID would not populate. Lenovo logo kept reappearing on screen. Force shut laptop for 1 minute probably too long and now have two messages: c:\WINDOWS\32\policymanager.dll is either not Designed to run on windows or it contains an error. Try installing the program again using the original media or contact your system admin or other software vendor for Support. Error status 0xc0000020. Another window has me press Control alt delete which asked for my pin. I put in the pin, but it’s not recognized. Also does not recognize

msvcp100.dll and msvcr100.dll in C:\

Hello back TPU!

Yesterday I saw two files(msvcp100.dll and msvcr100.dll) in my C:\ disk folder. What does this mean? I know this two files should be in C:\Windows or C:\Windows\System32 or somewhere in C:\Windows but not in main disk folder. I deleted this files but files appeared again today. Is this a virus or maybe an application? How can I check this?

they are microsoft visual studio files, leave em alone.

i can't install new sofware, my computer says

C:\WINDOWS\SYSTEM32\URLMON.DLL n’est pas conçu pour s’exécuter sous Windows ou il contient une erreur. Installez nouveau le programme l’aide du support d’installation d’origine, ou bien contactez votre administrateur système ou le fournisseur du logiciel
pour obtenir du support.

État de l’erreur　: 0xc0000020.
