Windows 10: Bully: scholarship directx 9.0c error

Hello, so I just bought the game bully: scholarship and I downloaded it etc. I launch the game and it says "Please install directx9 compatible sound card" so I did what it said. I download DX9 i used setup.exe and i installed it. Now i try to start the game again and it says the same exact error. Why does this happen?

If the game has an issue with quad core cpu's there may be a mod, or an .ini file setting that will fix the

issue ( Fallout 3 has an .ini file setting that allows the game to run on two cores).

Bully: Scholarship Edition Error: This application has failed to start because its side by side configuration is incorrect

I got this game called Bully: Scholarship Edition and when I tried to play it it gave me the error of "This application has failed to start because its side by side configuration is incorrect"

I have been searching all over the internet for a solution and i had found something that told me to download the Microsoft Visual C++ 2005 Redistributable Package (x86) and Microsoft Visual C++ 2005 Redistributable Package (x64). After i downloaded these,
i restarted my computer like the website had said to do but i still got the same error.

I am now out of ideas and i was wondering if anyone could help me with my situation.

We appreciate the update. Since the issue is still the same even if you have DirectX 9 or later, we suggest that you reinstall your graphic card drivers instead. Follow the steps below:

• Press Windows Key + X and choose Device Manager.
• Go to Display Adapters section and locate your graphic card driver.
• Right click the driver and choose Uninstall.
• Check Remove the driver software for this device and click
  OK.
• After you’ve uninstalled the driver, restart your computer.
• When your computer restarts, go to your graphic card manufacturer’s website and download the latest drivers for your graphic card.
• Install the downloaded drivers.
