Windows 10: Black screen when signing in as a local admin

Hello, I have several Windows 11 desktops we use as POS devices. This machines only have to local accounts on them and do not go out to the regular internet. When I sign into the admin account, I get a black screen that lasts for about 5 minutes followed by what looks like a Sign into Microsoft screen for just a brief second before the regular desktop appears, but it does not load quick enough. I should add that when i am in the black screen I can press the windows key and the start menu will appear but I cannot click or type anything. Based on the picture I am assuming it is trying to sign in

5 min delay on cold start between login screen and bg screen

One more thing to be considered; black screen 5 minutes after signing in only occurs with my admin sign in account; my wife signs in in a split second with her non admin account. So admin sign in account should be limited to solve this.

• What exactly do you mean by: "here is an advanced system care widget on the upper right hand corner though"?
• Have you made any changes to the operating system prior to this issue?
• Were you able to see any error code/ error message with this issue?
• Are you referring to built-in administrator account on your device?

Let us know what exactly happens when you try to access Settings app?

I suggest you to run SFC scan and check if it helps.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files. If a
Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected.

Follow the below steps:

• Right click on the Start button, click on
  Command Prompt (Admin).
• Type “sfc /scannow” without the quotes and hit
  Enter.
• After the scan, restart the computer and check for the issue.
