Windows 10: Any idea how to organize apps separately this way?

I saw someone on youtube that has his apps organized in several groups like this https://imgur.com/sTy8IIt

Any idea how to do it?

(I know how to center the apps on the taskbar, tons of tutorials on youtube. Just can't figure out how to group and space the icons out like in the screenshot provided.)

Tips on organizing the Document Folder

I have Windows 10 Home, and I noticed a lot of apps like to save configuration and other data files in the Documents Folder. Personally, I feel that they should be stored in a different location under the current user's folder. (For example, under C:\Users\User\AppData). Is there a way to tell Windows 10 that applications should save these files somewhere else? It just makes the Documents Folder look messy. How have you handled this? I'm looking for tips, ideas, suggestion, best practices, etc for organizing and/or separating legitimate documents from application data so that User data and documents are easier to sync and back up.

Changing the way my contact list is organized.

When I imported my Contacts from my Sim Card, the Windows Phone prompted me to organize my contact by first name/last name and display first name/last name first. I mistakingly chose the wrong option (Organize by "first name", but display "last name"
first). Is there a way that I can change how my contact list is organized?
