Windows 10: Add character to touch keyboard?

Is it possible to add a character to the options listed when I left click any particular letter? For example, if I open the touch screen I can left click the letter "a" and select from a number of different options. For example, I been using "ă" in some language study, and that is not listed as a left-click selection. I CAN go through a painfully long process to type that letter, but it's not a reasonable way to type. Now that laptops have regrettably foregone embedded number pads, using ALT codes is not longer reasonable either. Oh, how I miss embedded num pads!

We understand your concern and appreciate the time and effort that you have taken to research on the issue. We have looked into this for you, the character options when you press and hold a letter is available on the Touch Keyboard, you can enable
the Touch Keyboard by turning the Tablet mode ‘ON’ on your Surface Book. To enable the tablet mode on your Surface, you can follow the steps below.

1. Enable Tablet mode by referring
   Turn tablet mode on or off.
   
2. Then click on keyboard icon at the right bottom corner of the taskbar.
   
   
   
   
   
   
   
   
   
3. Then try using foreign character and symbols.
   

You can refer the picture below for the character options that are available for letter ‘e’.







However, the On-screen keyboard will provide the options that are similar to a physical keyboard. For more information on the character options that are available, I would suggest you to refer to

Type Accented Characters and check if it helpful to you.

Yes, it works on 8.1, at least on my surface pro 3.

Couldn't do a screenshot cause can't get to Snipping tool while keyboard is up, so I did a "step recording". See attached. Pardon the background, it's my Granddaughter! Cheers! *Cool

If the above steps didn't work, we suggest that you disable the Touch Keyboard and Handwriting Panel Service. Please follow these steps:

• Click on Start.
• Type Services, and then press Enter.
• On the right pane, look for Touch Keyboard and Handwriting Panel Service. Double-click on it.
• Locate the Startup Type drop down, and change it to Disabled.
• Click on Apply button to save changes.
• Click on OK button to close the Touch Keyboard and Handwriting Panel Service
  window.
