Windows 10: Account Sign in blocked - Son's minor account for Xbox

My son's Hotmail account is blocked from signing in. We have forgotten the password, there is no 2FA attached to the account and there isnt a back-up email address. We have never used the account, so there has never been emails sent /received and we want to use the account for his Xbox. My son's email is linked to my MS account as the parent but I'm unable to see it when i log into my own MS account. We have tried using the account recovery form but given he's never used email given he's 10 the questions being asked are unable to be completed and we keep getting rejected for the recovery. We

Endless Loop, Microsoft Family Always Asking My Son to 'Sign In To Verify Account'

I've had this issue for several weeks. Microsoft Family keeps prompting me to have my son "sign in to verify his account" of his Surface Pro and his XBox. We follow the provided instructions (navigating to aka.ms/familyverify and signing in) but the 'alert' never goes away. And it's not clear how we can do this on an XBox anyway. I've tried the suggested troubleshooting steps on other Microsoft Community threads, but none of them have made a difference.
