Windows 10: Access is denied. Exception from HRESULT: 0x80070005

I bought forza horizon five a while ago and played it. I uninstalled it a while ago and when i try to reinstall it every time it reaches 100 percent im met with Access is denied. Exception from HRESULT: 0x80070005. I tried with both the microsoft store and the xbox app. Before this It wouldnt even start the download and would be stuck as preparing, however after i reset my computer and kept my files I am now met with this issue. Oddly enough I also noticed that in my Z drive there was a file where forza was located but it never said i had it installed so i deleted it from within my Xboxgames

Can somebody tell me what permissions do need to have for the account that will be executing my App ?

I have an API that will generate an audio from a text that I'm passing, locally I have no issues, but once I move to the server I'm all the time getting the exception below:

System.UnauthorizedAccessException: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))

at SpeechLib.ISpeechVoice.Speak(String Text, SpeechVoiceSpeakFlags Flags)

at CaptchaBuilder.BuildImage.<GetCaptchaAudio>d__8.MoveNext() in

I know is a permission issue because If I use an account that we use to log into the server, we have no problems, but since we use espesific accounts for each app we have, we need to set the right permissions, can somebody help to figureout this issue ?
