Windows 10: 2024-10 Cumulative Update Preview for Windows 11 Version 23H2 for x64-based Systems KB5044380

After installing update KB5044380 in windows 11 pro the right click on the start menu no longer works. I am as sure as I can be that the issue relates to this update because after I uninstall the update it works again and then fails after reinstallation. Can anyone help here please.
