Windows 10: 12 Hour time not showing up in control panel or settings?

Hi so ive been trying to swap my pc to 12 hour time for a while now but it never shows up. Control panel looks like this and as for settings Im on an licesnsed version of windows 10 pro and it just wont swap to 12 hour please help

Windows 10. 12 to 24 hours

Thank you for posting in Microsoft Community.

To change the time format from 12 hour to 24 hour in Windows 10.

Follow the steps:

• Navigate to Control panel.
• In the category view of the control panel, click on the
  ‘Change date, time, or number formats’.
• Change the short time to HH:mm from the drop down.
• Press Apply to make the changes.
• Now your time format will change to 24 hour format.

Time setting reverts to 12 hour format on restarts

I prefer to use the 24 hour clock and I set it up that way.
However next time I start up windows the time has been reset to 12 hour format.

Yes all that will get you to the Control Panel if you have a memory (your human brain) that can handle all that info plus the other places you want to open.... So in the mean time where is this wonderful simple menu that lists 99% of all the places you want
to get to in Windows 10???? written in =text type= a simple list form that's made for all us

PS: I am sorry but that menu Microsoft is bragging about giving us back is a sorry
