It's possible that some UEFI settings on your computer are causing the 0xc0e90002 error. We suggest following the steps posted by

Surface 3 error 0xc0e90002 when attempting to install Windows

I can't say for certain which Windows build I was running because my Surface no longer boots so I can't check it. It was the most recent Insiders Preview Slow Ring build that just installed here earlier in the month (July '17).

I'm using a Surface 3

I tried to roll back to my previous version of windows by using the Uninstall Updates tool in Windows. After running it, the Surface would no longer boot, it would go directly to the UEFI screen.

I then downloaded a bootable recovery image and copied it to a USB drive and tried to reinstall windows 10. Now it attempts to boot and gives me a blue screen telling me that my PC needs to be repaired and displays error code 0xc0e90002.
