Windows 10: 0x80070422 Error when I try to install Japanese language pack.

Hello, I have an issue when I try to install Japanese language pack through "Language" category in settings. I also tried to use lpksetup.exe to install cab files directly, but it always gives me this error:but when I try to install it through settings it always gives me this error:My windows 10's version is 1909 x64, I thought of that this could be because i stopped windows from updating, which also blocked me from using a Microsoft store at all. Is there any way to install a language without updating windows 10? I don't want to suffer from trying to disable windows defender again.

• Did you make any changes prior to the issue?

Meanwhile, I suggest you to follow the steps below and check if it helps.

Step 1:

• 
  Press Windows + I keys on the keyboard to open Settings menu.
  
• 
  Click on Time and language in settings window.
  
• 
  Click on Region and language from left navigation pane.
  
• 
  Click on Add a language (+ symbol)
  
• 
  Select Japanese language pack.
  
• Now, click on Japanese language pack and click on
  Set a default button under the Region and language from left navigation pane.

Step 2:

• 
  Press Windows + X keys on the keyboard, select
  Control panel.
  
• 
  Type Language in the search bar located at the top right corner of Control panel and click on language.
  
• 
  Click on the Japaneselanguage pack on the Language window.
  
• 
  Click on Download and install language pack button under
  Japanese
  language pack.
  
• 
  Enter the administrator password if prompted.
  
• 
  Click on Save button.

Can't install Japanese Language pack on Win10

I'm having an issue installing the Japanese language pack. It keeps saying that the language pack cannot be acquired, and showing an error message: 0x80240004. I tried multiple ways and none worked. How can I solve this issue?
