Windows 10: I have a deprecated toolbar that does not function

A while ago, this toolbar popped up that's reminiscent of Windows 7. But the buttons in the toolbar do not work. I can highlight them, but the do not function. I have tried every possible reset of file explorer, my computer, and reinstalling windows 11, but that blasted bar will not go away. I have tried going into folder options to restore defaults to no avail. I've looked in the registry keys to see if something unexpected has been added, but nothing is out of the ordinary. This bar has persisted between restarts and updates. I've gone through the troubleshooting options to reinstall windows

Will Windows Script Runtime (scrrun.dll) be deprecated as well when VBScript is deprecated?

VBScript is in the list of deprecated features of Windows:

Deprecated features in the Windows client

But it's unclear when VBScript is finally deprecated, will scrrun.dll be deprecated as well?

For example, if a function uses Scripting.Dictionary object, does it need to be rewritten? (e.g by using some custom dictionary)

 

Deprecated screensaver functionality

I'm working on a Windows Form screensaver but now I've seen the following information (https://support.microsoft.com/en-us...-or-deprecated-in-windows-10-fall-creators-up)

The feature removed announcement of Windows 10 Fall creators states that the screen saver functionality in Group Policies, Control Panel, and Sysprep is now deprecated. But nowwhere can be found on that term
this is. Where can I find this information? Is it in an update of server 2016 or later? Date?
