Windows 10: Try another verification method this method not available.

2 months ago my another outlook account got email an attempt to hack, so I had tried to login and got prompt to enter last 4 digits of verification number. After entering I says this verification is not available try another method although I had only set this verification method only. I had changed the password, but still it asks for same verification my verification number is of Pakistan. Can anyone please help me as now from past 2 months I am unable to access my emails and one drive.
