Windows 10: How do I set two different screen lock time?

I need to set two different screen lock times for:1 When PC turns on after a restart. I need to set lock screen time to say 1 min in this case. And2 When PC is idle. I need to set lock screen time to say 30 min in this case.How do I achieve this?

Step 2b is labeled as Change the Login Screen Image, but the steps show you how to change the Lock Screen image. Step 2a is irrelevant. It only tells you how to change the desktop background.

What I want to do:
Set Spotlight as the LOCK Screen Image(s) - Done
Set the Win 10 Hero Image as the SIGN IN Screen Image - This is the one that shows after you click on the lock screen and you are able to type your password. If I uncheck "Show Lock Screen Image on Sign In Screen", it shows a solid blue background behind my Password box and user image. This is what I want to change to the Hero Image....

  Click on Turn off screen after slideshow has played for and select the time limit

How to set a picture in Lock Screen Background

I follow all the steps how to change lock screen images as you recommended in Microsoft Community I am afraid to say It doesn't work please help me. Every time on different photos it said

Try a different photo

We can't set this one as the lock screen.
