This is a general summary of my issue. If you are web browsing, sometimes sections of the screen will freeze and stop updating, and will stay this way for a varying amount of time. This can happen when, say, changing a tab, or scrolling down a web page. When playing some games, my game very occasionally will freeze and hitch, including the audio, creating a buzzing noise. These episodes will last anywhere from a split second to 30 seconds referring to the webpage freezing. You could be scrolling down a webpage and suddenly 70% of your screen stops updating, so one section is scrolling down l

As you are facing issue with Browser homepage, do let us know the following to assist you better:

• Which browser pops-up after the Windows startup (Microsoft Edge/ Internet Explorer)?
• Which is the default web browser on your computer?

I suggest you to make Google Chrome as a default web browser also, try to edit the home page in Google Chrome and check if it helps.

I would suggest you to try these steps to see if it resolves the issue.

• Go to Start > Settings > System.
• Choose Default apps, then scroll down to
  Web browser.
• Tap or click the browser that’s currently listed as your default, then choose Chrome from the list of apps

Windows 10 google chrome issue

In order to help you better, could you please confirm a couple of things:

• Have you tried with different browser?
• Are you getting any error message?

I suggest you to try with different browsers and also try to disable the add-ons in google chrome, check if the issue persists.

• Click Chrome Menu→Tools→Extensions
• Click on Get more extensions.
• In Chrome web store, type the required add-on in search bar. Add-ons will be listed for the searched keyword.
