Windows 10: Cannot open minimized window from taskbar Windows 10

Device Details: Dell Latitude 5350, Windows 10 fully updatedIssue:When multiple windows of the same application are open our user is unable to maximize a minimized window consistently. For example, If they have Outlook open, with a new message window open. If I minimize the draft window and then attempt to maximize it the screen does not appear. In some cases, it briefly appears on screen before disappearing again. Other cases, after multiple tries it appears as normal this is very sporadic and cannot be consistently replicated. winstore.mobile.exe opens by itself in windows 10 64 bit, how do i delete winstore.mobile.exe or keep it from aut opening and stay minimized in my taskbar?
