Windows 10: How do i be able to play minecraft java multiplayer?

Im not in a family, and my settings should allow me to play. It just won;t let me click on multiplayer tab. All of my privacy settings are set to where i should be able to play multiplayer. But I can't. I have spent like 5 hrs on this. Please help!

I'm trying to enable multiplayer for my child's Minecraft java account. I have followed guides similar to this enable multiplayer minecraft pc for child - Microsoft Community I have tried multiple ways website and the Xbox safety app. However they can still not access multiplayer feature.
