Windows 10: How do I fix this error when trying to install java?

I've been trying to install java on my computer, it says that it doesn't have a version of java installed when I run the uninstall tool first thing I tried when I ran into this error. I've tried running the online and the offline versions, tried installing the developer kit, nothing has worked so far, it'll give me this error and then when I try and do anything else either uninstall or try and install from somewhere else, it'll say that a java installation is already running. I can fix this from task manager, but there is never anything actually installing. I just keep getting this message

Java not working

I'm trying to look at the trajectory of NEO's (Near Earth Objects) at JPL website. To do so, requires Java. I have the latest version installed and it is enabled to run content in the browser (I checked with the Java control panel). I even added JPL web address to the exception list to no avail. I've tried five different web browsers and they all spit back the error. Adding the JPL web address to the exception list was the only workaround that they provided. This is so frustrating!

java error 1601

Thanks, im sorry, i did all of the step u are suggested to me, but did not fixed the problem.

Btw this is new pc i just bought, after i got it, i tried to install Pirate Microsoft Office, it didnt work anyway and window defender have found a lot of virus(Win64/Expiro.AE) after that i had to uninstalled it, and remove all of the virus, anyway after
that ive installed minecraft, and it said i need java runtime environment 1.6.0, so i try to install the java and the ive found this java error 1601.
