Windows 10: Windows 11, version 24H2 Download error - 0xca020007

Hi, I m having trouble to update my window 11 23H2 to 24H2. I got Download error - 0xca020007 when try to download the update file, and it downloaded about 8% and it stopped, then the code appear and it said 'retry'. after retrying the code still pop up.I tried several methods like: trouble shooting, deleting sharefilecache, Restart Windows Update & Background intelligent transfer service, Reset Windows Update Components, Windows 11 Installation Assistant, Create Windows 11 Installation Media. None of them working. but when i try to run Create Windows 11 Installation Media file and got BSO

Trying to download and install Windows 11, version 24H2 from windows update give error code:
