Windows 10: How do I get help to fix no sound issue on PC?

I have no audio or sound coming from my PC or monitor. EVERY setting on the computer says the audio is all the way up. However this has to be false. There is no audio from music, Youtube video, video game etc. Who do I need to contact about this issue, and how do I contact someone who can help me?
