Windows 10: Can we downgrade Windows 10 IoT 2021 to 2019 under CSP program

If i purchase Windows 10 IoT 2021 under CSP program but I need to use Windows 10 IoT 2019 32bit. Can i downgrade version and if yes please advise the step to downgrade

Windows 10 IOT LTSC 2021 How to Downgrade to Windows 10 IOT LTSC 2019.

Our Client Wants to purchase Windows 10 IOT LTSC 2019 License 100 Qty. From Where we can purchase this. Because when we check this with Microsoft they told us Now only Windows 10 IOT LTSC 2021 is available. SO From Ingram they told us we can purchase 2021 and downgrade the license So we purchased the license and after that in the CSP Portal downgrading option not showing So we again check with Ingram Team they advised to downgrade through VLSC Portal. But there this License in the CSP is not reflecting. Could You pls help us on this.
