The PIN of my laptop is unavailable due to a change of security settings on this device, What will i do?

pin is unavailable due to security changes. No way around it.

I recently left my bios after restoring to default setting and as I went to log in I got a problem saying. Pin is unavailable which I’ve seen happen to other people. I did all the fixes of tutorials. Such as entering safe mode and all that but still no fix. After some struggle a change to a cpu setting in bios let me in but after that my search bar and windows button were disabled and I couldn’t use my pc properly and the next time I signed out of windows I was faced with the same problem of the pin being unavailable due to security changes. I tried doing the same fix and it was no good. I can’t access command promt as I need the password to my windows account which doesn’t seem to work or I don’t have the right passwords. I tried a fresh install of windows and halfway through it would stop and say the reset stopped and no changed were made. I made some searches and the YouTube videos I watched are telling me I have corrupt files so I can’t reset my pc. I can’t fix the files either as I can’t get into my pc and I can’t get into my pc as I have the “pin is unavailable due to security reasons problem” what am I even supposed to do here lol.

Change in security settings disabled PIN. Can't get into laptop to reset PIN

PIN no longer available due to a change in security settings on a MS Surface laptop. I am told I have to set up a new PIN but I can't get into the laptop to get to settings and reset the PIN. How am I to do this? This is a refurbished laptop with a
new warranty.
