Windows 10: I am blocked out of my Hotmail account. Help!

I have tried to reset my password and my account is blocked. I have access to my other account and phone number but apparently that is not acceptable. The recovery form is useless and says I am unable to recover. The phone numbers send me to a useless link that does nothing to help. I need to speak to a HUMAN!
